Western Cape
- The NWC must have a meeting in this province so as to set the tone for elections because this is a highly contested province. By the opposition parties during general elections. We also have to ensure that there is unity in our structures so as to ensure that there is unity towards the Provincial as well as National Conference.
Free State
- The NWC must hold its next meeting in this province so as to see the Conference Venue. We also need to discuss the issues of Xhariep region, make sure that we take informed decisions.
- Comrades SG, Prudence, Pam and Margaret Twala were tasked with the responsibility of having a meeting with the PEC and then report to the NWC as soon as possible.
Kwazulu Natal
- The NWC must visit the province so as to receive a full report of Emalahleni regional conference and then try and make comrades to understand conference preparatory procedures.
North West
- A team that will Audit the province must base in the province until they hold their provincial conference. They must also make sure that the property of the WL is taken back to the provincial office.
The ANC WL agreed to organise a reburial for Ida Mtwana , the first democratically elected President of the ANC WL.
The WL is in the process of exhuming the late Comrade Ida from Croesus cemetery to the West Park Heroes Acre cemetery.
This is done so that we cannot erect her tombstone where she was buried with Mr Klaas. We have tried to trace her family and we cannot locate her next of kin. The NEC also agreed that a tombstone must be erected where the body of the Comrade Ida Mtwana will be exhumed, must be left in a presentable and respectable condition.
The unveiling of the tombstone will take place on 31st May 2008.
Processes to be followed :
- 9 May 2008 – Workshop to discuss the Young women’s Desk
- 1 June 2008 – Women’s assemblies to set the tone for the Young Women’s Desk
- 14 – 15 June 2008- The launch of the Young Women’s desk
We propose that:
- Provinces should use the weekend of 21 and 22 June 2008 to finalise registration. All regions must submit their branch delegates to the province with reports of BGM’s and properly filled in registers and reports.
- No one should change branch delegates. Only deaths will be accepted for changing branch delegates. There must be a letter signed by both the chairperson, secretary and a member that was elected in a Branch General Meeting as a delegate after a BEC meeting, confirming that the comrade has passed away or a close family member has passed on. Comrades please make sure that you don’t put attendance registers and BGM reports in the ballot box for nominations.
- The Headquarters will accept only forms with registration fee. The finance department will give direction of how this will be done.
- On 23 June 2008 systems will be set up at Headquarters so that we can resume with pre - registration. Accreditation cards will only be issued at the conference to only those who would have paid their registration fees.
N.B As soon as we complete auditing, a special meeting of the NEC will be convened so as to adopt the report of allocation of delegates to all provinces. Delegates will be supplied with relevant numbered registration forms that cannot be duplicated.
We propose that all delegates including NEC members of the Women’s League must pay registration fee to the conference. No - one will be issued with a nametag before the payment of registration fee.

Provincial delegates – R500.00
NEC delegates – R750.00
Ministers, MEC’s, Speakers, Deputy Speaker of Provinces and National Presiding officers – if they are NEC members they must contribute – R2500.00
Business – R5000.00N.B A deposit slip must be attached on the registration form and a name of the delegate must be put on the deposit slip as a form of reference.
The NEC agreed that Elections Agency would run elections processes at both the Provincial Conferences as well as the National Conference.
N.B Find attached the nominations guidelines as adopted by the NEC.
The NEC decided that the Constitutional amendments would be discussed on 10 May 2008. All provinces must ensure that they make their submissions before 7 May 2008 so that elections sub-committee can consolidate them and present them to the NEC Constitutional.
The NEC agreed that a special NEC must take place on 10th May 2008, so that we can discuss documents and send them to our structures for discussion.
