The fight against poverty is at the core of the ANC's programme for local government over the next five years, which is outlined in our Local Government Manifesto. While delivery of services since 1994 has made an enormous impact on the poor, many of our people still do not have access to basic services, particularly in rural areas. The ANC's fight against poverty at a local level includes the provision of free basic services to all residents, job creation and local economic development. The African National Congress takes this opportunity to wish our former President and doyen of our struggle, Comrade Nelson Mandela a happy 82nd birthday and many more happy returns. We further wish this energetic octogenarian and beloved leader of our people and our organisation good health and a well-deserved rest on this special day. We hope we will continue to benefit from his wisdom and lofty leadership skills for many more years to come.To Madiba we say: " wherever you are, just remember that the whole South Africa and the world celebrate with you today and happily and proudly remember the sacrifice you made over the years to make South Africa the envy of the world that it is.   Happy birthday Tata.
