The ANC statement on the first National Executive Committee meeting held on the 11th January 2013

The National Executive Committee of the African National Congress met for the first time since the 53rd National Conference, on the 11th January 2013, in a one day meeting in Riverside Hotel in Durban North. The meeting was attended by all newly elected members of the NEC. Due to time constraints, the meeting was adjouned and will resume on Thursday to Friday the 17th to 18th January 2013 at Saint George Hotel in Tshwane.

Amongst issues discussed by the NEC meeting were the following; approve the January 8 NEC statement, the appointment of the National Spokesperson, appointment of NEC deployees to provinces, the appointment of NEC Sub-committees and their Chairpersons, election of the National Working Committee, the programme of action for the NEC and urgent issues that need attention of the NEC.

In accordance with the ANC Constitution the meeting considered and approved names for the NEC Sub Committees. Comrade Jackson Mthembu was re-appointed as the National Spokesperson. The following were elected as Chairpersons:

Commission on Religious and Traditional Affairs (CRATA) has not been reinstated as a stand alone committee, with a view to incorporate some of its functions to existing sub-committees. In this regard, Traditional Affairs at ANC level is incorporated to the Legislature and Governance sub-committee. The work of the Commission for Religious Affairs will be integrated to the work of the ANC Chaplaincy. The rest of the membership of the sub-committees is attached to the statement.

The NEC also and considered and finalized the deployment of NEC members to provinces. The following were elected as Convenors of NEC Deployees to Provinces:

The deployment of NEC members to provinces is to ensure that the NEC has a presence in every province in the country. These deployees will attend PEC meetings, do political work in their respective provinces, attend to problems that require NEC intervention and service our structure on an ongoing basis.

Amongst the urgent issues discussed by the meeting was the issue of the report of the committee that was led by Comrade Nkosazan Dlamini-Zuma on irregularities in the selection process of the ANC candidates during the 2011 local government elections. Given the fact that the report was endorsed by the outgone NEC, the current NEC took the process further by agreeing that the report should be fully implemented. In a meeting held yesterday all NEC Provincial Convenors were given their provincial portion of the report. The NEC convenors will henceforth and without any delay give the reports to the province for processing and implementation as recommended by the Nkosazana Dlamini Zuma Task Team.

The NEC acknowledged that the there are two provinces that require its urgent focused attention. These are the North West and Limpopo provinces and a process has since been started to stabilize these provinces. On the issue of the Free State province, the meeting endorsed the March deadline for the convening of the provincial conference since the Constitutional Court declared the June 2012 Conference null and void and as a consequence, dissolved the PEC. Preparations are underway to ensure that we meet the set deadline.

On the issue of the ANCYL, the NEC has acted on the mandate of the 53rd Conference and directed the National Officials to meet with the leadership of the ANCYL. The first meeting between the National Officials of the ANC and the leadership of the ANCYL will take place on Monday the 21st January 2013, amongst others to deal with the relationship between the ANC and its League, adherence to the ANCYL Constitution and general functioning of the ANCYL.

The ANC will be holding a national lekgotla on the 30th January - 02 February 2013 to streamline the implementation of the directive that derives from the January 8, statement as well as streamline the implementation of the resolutions of the 53rd National Conference. The outcome of the lekgotla will give expression and guidance to the Cabinet lekgotla and the State of the Nation Address.

As the ANC we want to take this opportunity to wish African confederation well in the competition that will kick off in four days time, this coming Saturday. We are impressed that South Africans as hosts have bought all the tickets for the opening game between our Bafana-Bafana and Cape Verde. As good hosts we call on all South Africans to support all the games by buying tickets in the spirit of the 2010 World Cup of Nations. The African National Congress wishes Bafana-Bafana well in this continental competition.
