Rob Davies is deployed to the Langeberg and Cape Town Central constituencies. He serves on the Joint Standing Committee on Finance and the National Assembly portfolio committees on Finance, Foreign Affairs and Trade and Industry. He chaired sub-committee 6.2 of the Constitutional Assembly on Financial Institutions and Public Enterprises and also served on Theme Committee 3 on Intergovernmental Relations.

Between October 1990 and the elections in April 1994, he was Research Professor and Co-Director of the Centre for Southern African Studies at the University of the Western Cape. Exiled from South Africa for many years, he was attached to the Centre for African Studies at the Eduardo Mondlane University in Maputo, Mozambique, from February 1979 until August 1990. He is author (or co-author) of four books and over eighty book chapters, journal articles or research papers on aspects of the political economy of South and Southern Africa.

An active member of both the ANC and SACP for many years, Rob Davies worked with the Departments of Economic Planning and International Affairs of the ANC and coordinated work for the Macro-Economic Research Group on issues of Southern African regional economic cooperation. In 1992, he served as a member of a two-person research team convened by the secretariat of the Southern African Development Community (SADC) which prepared a consultancy report on "Regional Relations and Cooperation Post-Apartheid". He was also a member of working teams that prepared Theme Documents for SADC's 1992 and 1993 annual consultative conferences.

In early 1994, Rob Davies chaired a Technical Working Group which presented a report to the TEC on economic relations with Southern Africa. He also served on a Government Working Group on relations with the European Union.
