CP TO PRESS FOR SELF-DETERMINATION ON LOCAL LEVEL PRETORIA Sept 15 Sapa Local government bodies provided an ideal platform to press for Afrikaner self-determination, the Conservative Party said in its local government election manifesto released on Friday. It said the CP was the only party in the country working for a sovereign Afrikaner state. "Municipal government directly concerns the interests of residents. The the most pressure towards promoting our ideals can be exerted at this level of government." The document was issued at the CP's Transvaal congress in Pretoria. It said the party had achieved overwhelming success in the municipal elections of October 1988 by obtaining a majority in 67 per cent of city councils in what was then Transvaal. "We will be going all-out to defend our existing support on local level." According to the manifesto, the CP would be a powerful opposition in executive committees. Unjust and discriminatory practices against its supporters would be exposed and resisted. All consumers had to pay for the municipal services they received, failing which the principle of "a flat rate (fixed fee) for all or no flat rate at all" should be applied. The manifesto said the party would demand local self-determination in education, welfare and health care. "The CP is the only vehicle for the political survival of the Afrikaner and like-minded members of other language groups," the document said. "We are the best equipped to fight the African National Congress communists at local level, and to prevent arbitrary increases in municipal tariffs."
