DEBATE-ELECTION NATIONAL ASSEMBLY Sept 6 Sapa With two months to go before scheduled local government elections, over 95 percent of South Africans had valid documents allowing them to vote, Home Affairs Minister Mangosuthu Buthelezi said on Wednesday. Over 21 million people had South African ID books, 700,000 had documents from the former homelands and 293000 had reference books, he said during an interpellation. First-time applications for ID books by 16-year-olds had been temporarily shelved while potential voters got priority, Buthelezi said.
