DURBAN Aug 29 Sapa SLOW KWAZULU-NATAL ELECTION PREPARATIONS UNDER THREAT The African National Congress in KwaZulu-Natal has threatened that town and city councils that are too slow in their preparations for municipal elections could find themselves replaced by nationally-elected administrators. SABC radio news reported on Tuesday that spokesman on local government Dr Michael Sutcliffe said they would use tough new laws that allowed for the replacement of councils, to make sure the elections took place as scheduled. The Democratic Party, on the other hand, said the threat to "use a big stick" was "extremely arrogant".
