DURBAN July 27 Sapa ANC to campaign for elections in KwaZulu/Natal The African National Congress will campaign to create conditions conducive to the November local government elections, the party said at a Press conference in Durban on Thursday. It said, however, certain conditions had to be met to allow effective and democratic voting. These included an improvement in security in KwaZulu/Natal; that registration problems be resolved; that the proposed model for rural local government be proclaimed in terms of the Local Government Transitional Act; and that elections be monitored effectively and impartially. "Our campaign will be to ensure that at least those towns larger than 2000 people should be prepared for elections on November 1," a statement said. ANC provincial secretary Senzo Mchunu agreed it was unlikely the Durban transitional metropolitan council would be ready for the November 1 elections, and that only 20 per cent of the province would be able to vote on that day. The ANC blamed the province's ruling Inkatha Freedom Party for trying to keep tribal areas out of democratically-elected local government structures. The party welcomed the cabinet's decision that elections should go ahead and that areas not ready by November 1 should have elections later.
