LOCAL GOVERNMENT ELECTION IN KWAZULU NATAL The ANC and its allies in KwaZulu Natal welcome the decision taken by the National Cabinet that: 1. Elections must go ahead on November 1 2. Areas that are unprepared could be exempted if certain conditions are not met 3. A dispute mechanism has been established Having carefully analysed the general political situation in the province of KwaZulu Natal, as well as an assessment of the overall state of local government elections preparations, the ANC and its allies are of the view that the deepening and broadening of democracy in KwaZulu Natal remains our key strategic objective. After consultation with the broad democratic movement the ANC and its allies have decided to embark on an intensive campaign to create the conditions for effective and democratic elections to take place in our province. Five conditions must be met: * the security situation must be significantly improved; * tribal areas which are functionally linked to TLCs and TMCs must be incorporated into those transitional councils; * registration problems must be significantly overcome; * the model for rural local government must be proclaimed As per the LGTA; * there must be effective and impartial control over the elections machinery. Our campaign will be to ensure that at least those towns larger than 2000 people should be prepared for elections on 1 November 1995. Whilst it is unlikely that the Durban metropolitan area can be ready (given the IFP's political manipulation of boundaries and the registration problems) and the IFP is refusing to proclaim other large towns which have tribal areas functionally linked to the towns (like Empangeni, Port Shepstone, etc.) there are some 22 towns which could hold their elections on 1 November 1995 (like Pietermaritzburg, Mooi River, etc.) Our campaign will begin to mobilise communities where the IFP has tried to forcibly exclude them.
