Jay Naidoo: postponed elections will delay RDP

If the local elections are postponed it will delay the
Reconstruction and Development Programme, Minister without
Portfolio Jay Naidoo said on Saturday, SABC radio news reports.

Speaking in Cape Town at the Western Cape RDP summit, Naidoo
said local governments had an important role to play in the
implementation of a successful RDP policy.

Naidoo said communities had the right to proper services.
However, he was not willing to make money available for the RDP
unlss communities could say what they were going to use the money
for.
