SPEECH BY MR S MSHUDULU, ANC MP DURING THE PROPERTY RATES BILL DEBATE

Madam Speaker,

Honourable Deputy President, Honourable Ministers, Ministers Sidney Mofamadi, Deputy Ministers, Honourable Ministers Distinguished Guests and the Nation at large, I salute you in the name of the ANC. I support this bill because of what the ANC stands for and what the majority of the people of this country always vote for .

Madam Speaker

The ANC: from the liberation movement to a political party that is in government in ten years has not deviated from its original character. It was formed to unite the people of this country, Africans in particular, in the struggle for equality and democracy.

From its humane and progressive outlook and from the ongoing contribution of the various class forces to change, the ANC in its democratic tendencies it pursues, always is biased toward the poor.

Challenges facing the ANC on the eve of another ten-year stay in government, warranted a clear, unambiguous directive as pronounced by our President Thabo Mbeki in his State of the Nation Address.

This directive is then translated into an implementable delivery programme as tabled yesterday by our Minister of Finance Cde Trevor Manuel in his budget speech. With the instruments of transformation the ANC Government has place, the people of this country cannot be failed.

Before I take you through the property rates bill, let me make a statement as confirmed by the ANC in its 50th National Conference in 1977.

"The ANC is actually aware that the overwhelming majority of South Africans, and indeed its own members, adhere to religious beliefs or are people of faith who do not practise any faith from this point of view, and indeed within the context of the profound moral ethic, empathy towards those in need and Human fellowship that most religious preach, the ANC recognises that critical role the religious community can play as a partner in reconstruction and development, Nation- building and reconciliation,
We shall continue to promote joint efforts with, and sectoral contribution by the religious community in pursuit of a non- racial, non- sexist and democratic society"

Madam Speaker, it is these ideals that gave birth to the constitution of South Africa to the White Paper on local government, to the white paper on land reform, the municipal system act and today the property rates bill that intend to address the imbalances of the past.

My focus in this debate is on how this bill will benefit those sectors of our society who were marginalized as well as those organisations representating beneficiaries of land reform places of worship, the indigent etc.

This is against the backdrop of a government that was set out to dismantle apartheid social relations since 1994 and is prepared to create a democratic society based on equity, non-racialism and non-sexism.

This ANC -led government has put new polices and programmes in place to dramatically improve the quality of life of all the people.

We note also that society was divided along racial lines and the social exclusion and neglect of the majority in the matter of state policy.

The Property Rates Bill seeks to establish particular and yet sensitive way of property rating that would eventually assist those who cannot afford to pay full rates. Central to this is a genuine desire to create a stable tax base that will finance certain municipal services. The money raised from property rates will be used to finance a variety of community services like street lighting, municipal clinics, roads maintenance and others.

The Bill is targeting no particular section of our society. It simply provides the municipality platform for equitable redistribution money within and across the community. When implementing the bill, it should also be in mind that the rating system needs to treat taxpayers uniformly and fairly with regard asset value, but with provision of relief based on the ability/ or inability to pay.

It is the intention of this Bill to address the imbalances of the past and shift the rates burden from poor communities.

Public participation is also central in gaining ownership and board base understating of property rating process. The municipality must proactively facilitate progressive public consultation to avoid ambiguity and confusion about the principles of the Bill.
