As stated by our Honourable President, our government has been consistent in its commitment to addressing apartheid's legacy of inequality and poverty.
Madam Speaker our government has, over the past ten years, put in place a conducive environment in the form of the Constitution, a legislative framework and concrete programmes that seek to address especially the plight of the vulnerable groups like children, women, persons with disability and the elderly.
Most of my colleagues have already referred and specified such programmes and legislation that facilitated the social transformation of South Africa, we need not go through the long list.
However what is important to mention is that as we enter our second decade into democracy, we need agree as South Africans about what needs to be done to realise a people-centred society that our leaders have repeatedly spoken about - to create a people centred society.
I would like to take this opportunity to state the goals, aimed at effecting such social transformation and underpinning all national and provincial departmental programmes. These goals are:
The programmes of the government have transformed, in a tangible and practical way the lives of the people of South African. Amanz' abantu programme in the village of Cicira in the Eastern Cape brought water to the village by installing standpipes. The people of this village no longer have to walk for 2 hours, as they used to, to get water from a river. The success of this programme and many of the same nature, have also transformed the lives of women. The women of this village of Cicira are able to save time and do more in two hours than just trying to get water to their households.
The community also benefited from the employment opportunities created. Jobs such as digging trenches, installing pumps and distributing smart-cards gave people a sense of ownership, encouraging and enabling them to maintain these systems once in place.
Programmes such as the Amanz' abantu not only improve the quality of water and sanitation available to people, but also addresses issues such as rural renewal and skills development.
Madam Speaker, it is interesting that the DA cannot see this as an achievement by this government. But what is certain is that these people of Cicira will be known to the DA only now during election and after five years when they are looking for votes. This is not surprising to us as my colleagues have already said the DA is not interested in the welfare hence they do not see any improvement.

The natural progression to rebuilding and transforming SA society as set out in the Minister of Social Development's Ten Point Plan (2000-2005) serves as an illustration of how the emphasis on social transformation has influenced one particular government department. I am going to emulate President Mbeki and state our successes and challenges unequivocally. In doing so, I am going to touch on other government departments, programmes and initiatives, which assist the Department of Social Development in helping to achieve the ANC-led government's vision of expanding the frontiers of human fulfilment.
The facets of the Ten Point Plan include:
Rebuilding of family, community and social relations
This is done in particular through participation in efforts such as the Moral Regeneration Campaign, which was launched in 2001.
Integrated poverty eradication strategy:
In its third year the integrated poverty eradication strategy provided direct benefits to communities, especially women, youth and children in rural areas and informal settlements. The National Food Emergency Scheme is estimated to reach about 244 000 households. However, much more can be done in partnership with civil society to further the objectives of the peoples contract. We call upon to civil societies and business to respond to this call.
Response to violence against identified vulnerable groups:
The Department has put the Social Crime Prevention Strategy in place, through which it aims to devise diversion and restorative justice programmes. It has also, together with its partners, established one-step centres for women and children who are victims of abuse as well as specialised sexual offences courts. All our provinces have implemented the Child Protection Register for monitoring cases involving children, to date a significant number of cases have been registered. We commend the ongoing discussions being held on establishing a Sexual Offenders Register.
HIV/AIDS:
In 2003 the President called for the creation of Community Development Workers to form partnership with government in pushing back the frontiers of poverty. In his January 8th statement the ANC invites people and the private sector to join the contract to create jobs and fight poverty.
We commend especially those workers, most of whom are volunteers, for responding to these calls to improve the lives of the people especially those who live with AIDS / HIV.
These people, most of whom are women, who are engaged in helping other people through the Home-Based care programmes, , need to be encouraged by making the necessary resources available to them.
Youth development
The National Youth Commission was established to co-ordinate, monitor and promote the development of young people. One of the more successful initiatives is the Umsobomvu Youth Fund, which was established to deal with youth unemployment. Government seeks to create a skills base that meets the challenges of South Africa's rapidly growing economy and the Usobomvu Fund is succeeding in this mandate.
The Department of Correctional Services has specific programmes in place to deal with children in prison. As part of the transformation of justice, our government's programmes seek to promote preventative and curative measures to rid our society of the cancer of moral degeneration.
The aim is to rehabilitate offenders, contribute towards their behavioural change and prepare them for their reintegration into the community.
We call on our youth to join in the partnership to develop themselves and our country.
An Interim Management Team (IMT) was established in the Eastern Cape to investigate and promote sound governance and improve service delivery in the province. The IMT's Report, in line with what President Mbeki said, emphasised that most of the problems encountered in the province stemmed from the non-execution of well-planned programmes.
We call on our people to report inefficiency and corruption wherever they encounter it.
It is imperative that government departments improve their inter-departmental relationship as they have to work together in order to enable grant recipients to access their grants. It is important that we congratulate the Deputy Minister of Home Affairs for the tremendous work she has done in improving co-operation between the departments of Home Affairs and Social Development.
In conclusion, Madam Speaker, let us all emphasise that there have been challenges, but most of all there have been major successes achieved by our government. I want to appeal to all South Africans to join President Mbeki and the ANC-led government in saying that we are doing well and that we will work together in a Peoples' Contract to ensure that we tackle our problems constructively and to improve the lives of all in South Africa.
