EXTRACTS TAKEN FROM THE PRESIDENT'S SPEECH TO COLOURED PEOPLE IN THE WESTERN CAPE

Our president said, when speaking to Coloured people in the Western Cape, that there always has been and always will be a home for the Coloured community in the ANC. He reassured them with the following words:

"Despite all the hardships endured you have survived. They have not broken your spirit and they have not succeeded in dividing us."

IT IS TIME THAT THIS COUNTRY DID SOMETHING FOR YOU

As I drove through the area I could see the scars of 48 years of National Party rule, but I also saw the writing on the wall of many houses which read ... NOU IS DIE TYD.

It is a message that calls for change; it calls on us to build a better life; to work together so that the future of our children is secure and safe.

Our Manifesto is our plan to get our country working. We have one goal ... TO BUILD A BETTER LIFE FOR ALL.

AND BY WORKING TOGETHER WE CAN ACHIEVE THIS.

We are committed to the development of [Ennerdale], and when we speak of a better life for all we mean a better life for the Coloured people, the Indian people, the African people and the white people. We mean every South African.

HOUSING

The housing shortage in Coloured communities is as chronic as in any other Black community.

WE PLAN TO BUILD 1 MILLION HOUSES OVER A PERIOD OF FIVE YEARS AND THIS PLAN INCLUDES BUILDING HOUSES FOR THE COLOURED COMMUNITY IN [ENNERDALE].

I know that some political parties are telling you that your homes will not be safe under an ANC government.

I want to give you my assurance and that of the ANC that your homes will be safe under an ANC government. We know the pain and anger of the Coloured community when you were forcibly removed from your homes. Your homes were taken over by the National Party Government and we say to you, THIS WILL NEVER HAPPEN AGAIN.

Housing, electricity and clean running water are not privileges, but the rights of every South African. And our plan includes provision of electricity to 2,5 million homes over a five year period.

We are not making empty promises; the ANC can be trusted because we have the political will to put our plan into action. I intend to do everything possible to get the Banks, Financial Institutions and Building Contractors to work together to build homes throughout the country.

EDUCATION

Is it not madness that when our children need more and better education, that teachers are being retrenched?

Is it not madness when standards should be improving that our results are not what they should be?

Is it not madness that our matrics from [Ennerdale] cannot find jobs, when skills are desperately needed in this country?

This is not the failure of our students, it is the failure of the NP government; a government that forced itself on the people and made a mess; a government that makes second rate promises it cannot keep.

WE PLAN:

WE WILL IMPROVE OUR TEACHER TRAINING SCHEMES AND THEIR CONDITIONS OF EMPLOYMENT.

OUR CHILDREN'S FUTURE CANNOT BE NEGLECTED. TOGETHER WITH AN ANC GOVERNMENT YOU CAN ENSURE THIS.

AFFIRMATIVE ACTION

In some cases the impression has been given that Affirmative Action is only for African people.

THIS IS NOT TRUE. I want to assure you that by affirmative action the ANC means opportunities must be opened to all who have been discriminated against as Coloured, African and Indian; as women and the disabled."
