The African National Congress on the last day of its National Executive Committee meeting held in Johannesburg, from the 5 - 7 May 2000, having received a recommendation from the National Working Committee (NWC) and after a thorough reflection on the state of its Gauteng and the Free State provinces, took a decision to dissolve the Provincial Executive Committees of both Gauteng and the Free State.
This decision agreed upon after an extensive consultation with the leadership of the two provinces was welcomed and fully supported by the relevant provinces represented by their chairpersons. Amongst others, the following were some of the decisions indicated for this decisive intervention:
1. The need to build and strengthen a leadership that will rebuild the structures of the organisation.
2. The need to inculcate and entrench an organisational culture and values of the movement.
3. Improve the interaction with the masses of our people and the standing of the ANC in the two provinces.
The NEC further decided to adopt the following approach:
1. After the dissolution, set up Interim structures(including organising task teams) convened by the Office of the Secretary General (SGO), the Deputy President and the NEC deployees.
2. This leadership will implement a programme of action aimed at strengthening the structures of the movement, preparing for the National General Council (NGC), local government elections and laying a solid basis for the Provincial Conferences next year where new leadership will be elected.
3. Redeploy the Provincial secretaries of the Free State and Gauteng to Headquarters where they will be allocated other organisational responsibilities related the work of the movement.
4. The National Working Committee (NWC) through the senior Officials will on an ongoing basis engage with the structures of the movement in the two provinces on the details of the implementation of these decisions.
Finally, the dissolution of both ANC Provincial Executive Committees (PEC's) is an internal ANC measure and will not affect the running of the provincial governments and legislatures.
